first_imgScotiabank’s sale to Republic BankAlthough there is well-known fear that the sale of the Bank of Nova Scotia (Scotiabank) to Republic (Bank) Financial Holdings Limited could lead to dozens of employees being sent home, a source close to the transaction has revealed that this may be far from the truth.Trinidad-based Republic Financial Holdings Limited (RFHL) has entered into negotiations to acquire Scotiabank’s operations in nine Caribbean countries, including GuyanaAccording to the source, this and other issues were discussed at the recent Republic Bank Annual General Meeting (AGM) that was held on Monday. Guyana Times was told that it was decided that no employee of Scotiabank in Guyana will be made redundant.Washington DC-based Financial Analyst Sasenarine Singh had expressed worry over the possibility of Republic Bank acquiring Scotiabank. He said it could lead to staff at the latter becoming jobless, and it would indeed have negative implications for the local financial sector.“And what are they buying? They wouldn’t buy new locations. They are basically buying a loan portfolio and a deposit base. It’s easy for Republic Bank to get rid of most of the properties owned by Scotiabank and merge their portfolios,” he declared.Former Presidential Advisor, economist Ramon Gaskin, also believes that the sale to Republic Bank would only allow that banking institution to dominate the local banking sector in Guyana, which could be unhealthy for the financial sector.Gaskin said, “I think that this proposed sale of Scotiabank in Guyana to Republic Bank should not be allowed by the Government of Guyana and the Governor of the Central Bank.”The outspoken economist had told Guyana Times that before Scotiabank ventured into any arrangement with Republic Bank, it should have consulted with the Government.“Now that is putting the Government and the Governor in an awkward position of opposing it and all of that. I think (the banks) erred in not consulting with the appropriate authority before getting into it; and it shows a lack of respect, in my opinion, to the authorities here,” he said.But more importantly, Gaskin believes that since Scotiabank wants to exit the Guyanese market, there should be an option for local entities to acquire its banking operations.“They shouldn’t sell to any foreign bank. There isn’t any reason why the local Guyanese business people can’t get together and take it over from them. They can build a Guyanese bank with developmental features to help finance agriculture and small business,” he declared.Meanwhile, the source also disclosed that the negotiations of sale between Scotiabank and Trinidad-based Republic Financial Holdings Limited (RFHL) will take between 12 and 18 months.The RFHL has entered into an agreement to acquire Scotiabank’s banking operations in nine Caribbean countries. It is acquiring locations in Guyana, St Maarten, Anguilla, Antigua and Barbuda, Dominica, Grenada, St Kitts and Nevis, St Lucia, and St Vincent and the Grenadines.Further, the purchase price is US$123 million, which represents US$25 million consideration for total shareholding of Scotiabank Anguilla Limited, and a premium of US$98 million over net asset value for operations in the remaining eight countries.The Guyana Government has said the agreement “raises a number of issues for the banking sector in Guyana and for the public which the Finance Ministry, the Bank of Guyana and the Government of Guyana will need to carefully consider”.The Ministry, in a statement, said that it has taken note of the statement by RFHL that the agreement is “subject to all regulatory approvals”. It posited that the Financial Institutions Act (FIA) has clear stipulations regarding “acquisition of control”, and requires approval of the Bank of Guyana following the submission of an application and due diligence being conducted.“Further the FIA addresses as well the issue of ‘fundamental changes’ as it relates to mergers and transfer of assets or liabilities. The agreement raises a number of issues for the banking sector in Guyana and for the public which the Ministry of Finance, the Bank of Guyana, and the Government of Guyana will need to carefully consider,” the Finance Ministry said.But the source argued that RFHL is not in breach of the Act, because any business would seek to have a Memorandum of Understanding (MoU) in place first. According to him, it doesn’t make business sense for the company to allow the regulators to know their options.Republic Bank currently holds 35.4 percent of the banking system’s assets and 36.8 percent of deposits. The allegations of election fraud has reportedly forced Haiti’s Provisional Electoral Council to postponed the runoff. One online report says, and I quote: “…a five-member commission to address swirling allegations of multiple voting and ballot tampering while also recommending ways to safeguard a final round’s integrity” was established. Current President, Michel Martelly announced the five member commission would investigate and provide a review; that should take three days. Another news source said the Provisional Electoral Council “did not provide a new date for the final round of national elections. Council spokesman Roudy Stanley Penn said a new date will be announced once a commission created by presidential decree has concluded its work.The council was installed last Tuesday.President Martelly is constitutionally barred from running again and expected to leave office by February 7, 2016. Residents Seek 27B from Hunters Point Cleanup Firm

first_imgAn attorney representing more than 38,000 residents from the neighborhood surrounding the former Hunters Point Naval Shipyard in San Francisco filed a class-action lawsuit last week against Tetra Tech, the environmental engineering company alleged to have falsified soil samples during its cleanup of the site. The suit seeks $27 billion in damages to compensate for “past and future harm” the plaintiffs may suffer and to “punish defendants for the blatant, conscious, callous disregard of Bayview-Hunters Point residents’ lives, born and unborn, for the next five generations,” reported the San Francisco Chronicle. The Navy and the Environmental Protection Agency each issued reports earlier this year concluding that much of the data Tetra Tech collected from the Superfund site was flawed. The lawsuit “is factually incorrect and meritless,” the company responded. “We believe so strongly in the quality of our work that we have offered to pay for independent testing to demonstrate the false and misleading allegations, such as contained in this lawsuit, are wrong,” according to a statement from Tetra Tech. … Also last week, two former radiation control technician supervisors for Tetra Tech were sentenced to eight months in prison for falsifying records, reported NBC Bay Area. Oikya Front decision on polls participation today

File PhotoKamal Hossain led-Jatiya Oikya Front will unveil its decision on joining or boycotting the 11th parliamentary elections on Sunday, reports UNB.Kamal Hossain will announce the decision at a press conference at the National Press Club at 1:00pm, said BNP secretary general Mirza Fakhrul Islam Alamgir.Talking to reporters at BNP chairperson’s Gulshan office after a meeting of the Oikya Front, he said, “BNP standing committee and 20-party leaders had meetings before the Jatiya Oikya Front’s one to decide about election participation. After a long discussion, we’ve taken a decision that Jatiya Oikya Front leader Kamal Hossain will inform the nation about our decision through a press conference.”Earlier, the BNP standing committee members followed by 20-party leaders held the meeting at the same venue.After the meeting of the 20-party alliance, LDP president Oli Ahmed said their alliance will come up with its final decision on joining the 11th parliamentary elections within a day or two.”We discussed the election issue and the country’s overall situation. We didn’t take the final decision yet whether we’ll participate in the election or boycott it. Our alliance’s main partner BNP will make the decision public after discussion with Jatiya Oikya Front within a day or two,” he added.Oil said their alliance is now giving its main focus on the release of their leader Khaleda Zia. “She’ll have to be freed to ensure an election atmosphere.”Accusing the government of arresting the leaders and activists of the 20-party alliance, he said a level-playing field is yet to be created.Replying to a question, Oli said the registered political parties under the 20-party will write letters to the Election Commission on Sunday informing it that they may contest the polls either with their own election symbols or with BNP’s election symbol if they decide to participate in the election.He, however, said his party, LDP, will contest the election with its own symbol if they finally join it.Top leaders of the 20-party alliance joined the hour-long meeting that began around 6:15pm.Earlier, BNP standing committee members held a meeting there and discussed the election issues.After the meeting with the 20-party, top leaders of the Jatiya Oikya Front also sat in the meeting with the BNP senior leaders.However, Oikya Front chief Kamal Hossain could not join the meeting due to his illness.On Thursday evening, Chief Election Commissioner (CEC) KM Nurul Huda in a televised address to the nation announced the schedule for the next general election.As per the schedule, the 11th parliamentary elections will be held on 23 December (Sunday) while the last date for submitting nomination papers is 19 November, the date for scrutinising nomination papers is 22 November and the last date for the withdrawal of nomination papers is 29 November.last_img read more

Traffickers take 4000 to help migrants reach US destination

first_img.While the Trump administration fortifies the southern border, there’s growing concern over the number of foreigners entering the country illegally across the porous northern border with Canada.People crossing the border between Vermont and Quebec have paid smugglers up to $4,000, usually payable when the immigrants reach their US destination, according to officials and court documents.While the number of arrests is tiny compared with the southern border, the human smuggling is just as sophisticated.”They are very well organized. They have scouted the area. They have scouted us,” said US Border Patrol Agent Richard Ross. “Basically, we are not dealing with the JV team; this is the varsity.”Driving the increase here, officials say, is the ease of entry into Canada, where visas are no longer required for Mexicans, and a border that receives less scrutiny and resources than the southern border, where thousands fleeing violence in Central America are being detained.Much of the illegal border crossing activity in Vermont appears to be focused on a 30-mile (50-kilometer) segment of the Vermont-Quebec border where Interstate 91 reaches the Canadian border at Derby Line, about 50 miles (80 kilometres) southeast of Montreal.From Derby Line, it’s about a six-hour drive to New York and its teeming immigrant communities.Guarding the border here is tricky because Derby Line and the neighbouring Quebec town of Stanstead comprise one community where homes and buildings happen to be bisected by an international border.The community library was purposely built straddling the border to serve people in both communities. Quebecers simply cross an international boundary marked outside the library by pots of petunias. Occasionally, illegal border crossers will walk, or even drive, across near the library.”This is really a town with an invisible border going through it,” said Stanstead resident Matthew Farfan, who has written a book about life along the border, after he left the library’s Vermont entrance and prepared to cross back into Canada.Against this bucolic backdrop, however, there is a growing sense of unease among US law enforcement authorities.”The number of illegal alien apprehensions at the Vermont-Canada border has skyrocketed,” said Christina Nolan, Vermont’s United States attorney, whose office oversees the prosecution of people caught at the Vermont border.So far this fiscal year, there have been at least 267 apprehensions along Vermont’s border with Canada, compared with 132 all of last year, according to statistics compiled by Nolan’s office.In the Border Patrol sector that covers 300 miles (480 kilometres) of border with New York, Vermont and New Hampshire, agents have apprehended 324 people who crossed illegally from Canada so far this fiscal year, compared with 165 in all of 2017. Last month, agents apprehended 85 people across the three states, compared with 17 in June 2017 and 19 in June 2016, statistics show.The statistics show no corresponding spike in illegal immigration or apprehensions elsewhere along the northern frontier. Border Patrol agents speculate it’s because the area that includes Vermont is the first stretch of land border east of the Great Lakes and is a short drive from the population centres of Canada and the US East Coast.As part of a broader recent immigration crackdown, US Customs and Border Protection has set up highway checkpoints in Maine, New Hampshire and upstate New York. One person was apprehended in New York on charges she had picked up four people who had crossed from Canada.Visa-less entry into Canada for countries like Mexico and Romania, another nationality noted by Nolan and Border Patrol agents as contributing to a spike in apprehensions, play a role by making the northern border more attractive for people seeking to enter the US illegally, Nolan said. A plane ticket from Mexico City to Montreal or Toronto can cost less than $350.The Canadian government in late 2016 lifted its requirement that Mexican citizens apply for visas to enter the country as part of broader efforts to strengthen ties with Mexico. A similar requirement for Romanian citizens took effect in late 2017.Canada views the recent visa changes for Mexico and Romania as having a minimal impact on the border, said Beatrice Fenelon, a spokeswoman for Immigration, Refugees and Citizenship Canada.In the past two months, agents in Vermont have chased border crossers through the woods near Derby Line; there have been car chases and cases in which agents have lost sight of suspects in the woods, only to apprehend them days later.”They have kind of gone southern-border style where they are taking a hike and they are coming through the tall grass,” Ross said. “It’s something I would have seen years ago when I worked in Harlingen, Texas.”The agents won’t guess how many make it across.The flow of illegal border crossers goes in both directions. Since around the time President Donald Trump took office, thousands of immigrants in the US have fled north to Canada seeking asylum.Last October in the largest single case in memory of Border Patrol agents in the Derby Line area, 16 people were apprehended at a hotel after 14 had entered the United States west of Derby Line. The other two were the smugglers.In another case east of Derby Line, a group of eight Mexican immigrants met at a McDonald’s restaurant in Montreal after flying into Toronto and Montreal, where they hired two taxis to take them to Stanhope, Quebec, not far from where Quebec meets Vermont and New Hampshire.After the immigrants walked six hours through the forest, they were apprehended by US Border Patrol agents in Norton, Vermont, while riding in a taxi from Albany, New York, court documents say.The Royal Canadian Mounted Police, responsible for border security in Canada, made arrests last month in two human-smuggling cases between Stanstead and Derby Line.In one case, the suspect, a Mexican who did not have legal status in Canada, has been convicted of bringing immigrants to the Vermont border and was sentenced to six months in jail, after which he will be deported.The Mounties are aware of the cases and ready to help their US counterparts, said RCMP spokeswoman Sgt. Camille Habel.But the RCMP doesn’t appear to view the problem with the same urgency as US officials: “It’s not a trend yet,” Habel said.last_img read more

Honeymoon over for Modi Sarkar

first_imgWill the Bharatiya Janata Party’s rout in the Delhi assembly elections change the Modi-led government’s equation with regional parties, particularly  allies like the Shiv Sena and Akali Dal? Does the saffron party’s stunning defeat mark the end of the Modi-led government’s honeymoon period? The answers to both questions are in the affirmative.The first indication of the BJP’s changing equations with its allies came from Maharashtra. Reacting to the Delhi poll results, Shiv Sena chief Uddhav Thackeray sarcastically commented that the “Delhi tsunami is bigger than the Modi wave”. Shiv Sena has been a long time ally of the BJP. However, a long bargain with the BJP over government formation in Maharastra has caused a deep strain within their relationship. Such acts may cause tensions between the ruling allies. Their respective political compulsions, however, may prevent them from parting ways for now. Power acts as an adhesive between estranged allies. The complex relationship between the saffron party and its second major ally Akali Dal has also been undergoing changes, depending on their performances in successive elections. The party formed the government with support from its ally BJP, whose highest ever tally of 16 MLAs, gave it a decisive say in how their government functioned.In the 2012 elections, the Akali Dal-BJP alliance unexpectedly won a majority and formed the government. The BJP’s reduced tally, however, affected its bargaining power vis-à-vis its senior ally. But after the Modi-led government took office in 2014, the BJP started to reassert itself. Some prominent BJP leaders even criticised the authoritarian style of Deputy Chief Minister and Akali Dal president Sukhbir Badal’, alleging that he had converted the state police into his party’s political wing. Alternating positions of power among the allies has caused much strain in their relationship. In fact, some BJP leaders are pressing their senior party leaders to part ways with the Akalis. The Modi-led government’s hitherto failure to aid the bankrupt Punjab government has dismayed senior Akali leaders. The Modi-led government has been pressing the state government to maintain financial discipline, which is further aggravating its acute financial crisis. The BJP’s debacle in the Delhi Assembly elections is bound to give the Akali leadership in Punjab the upper hand. Notwithstanding the tensions generated by conflicting interests, the ruling allies are not likely to part ways during the “lifetime of Parkash Singh Badal”. Even after AAP’s sweeping victory in Delhi, Badal claimed that Modi’s image had not taken any beating.             The signs of the end of honeymoon period for the Modi-led  government had begun only three months after it took office. Some national dailies have now declared that the Delhi Assembly elections demonstrated the end of the Modi government’s honeymoon period.Ordinarily, elections in India would seldom draw international media attention. But the outcome of Delhi elections has drawn adverse comments against Modi and BJP from several international newspapers. In an editorial, The New York Times said, “Prime Minister Narendra Modi has been brought down to earth by domestic politics. He and his Bharatiya Janata Party, or BJP, were crushed in the election Tuesday for New Delhi’s 70-member state assembly, winning three seats while the upstart Aam Aadmi Party, or AAP, captured the rest…Since sweeping to power last year with the biggest national victory in three decades, Mr. Modi and the BJP have generated an aura of invincibility, winning a succession of other state elections….So far there has been little concrete return and as the Delhi election suggested, people are growing frustrated.”Pursuing the politics of personality, Modi preferred to visit foreign countries to build his international image rather than initiate economic reforms. He also invited US president Barack Obama to India. What must have shocked Modi and the BJP, however, was his “friend” Obama’s words of caution against forces trying to use religion for splintering Indian society. Addressing a town hall meeting Obama said “India will succeed so long as it is not splintered along lines of religious faith, and is unified as one nation…….  Our countries freedom of religion is written into our founding documents……Our diversity is our strength and we have to guard against any efforts to divide ourselves along sectarian lines or any other lines.”Though RSS, Modi’s ideological mentor, must have been angered by Obama’s advice, the prime minister, as usual, maintained silence.Some of Modi’s utterances during his Delhi election meetings have not only dented his image but also brought down the stature of the country’s highest office. He made remarks unbecoming of a prime minister against Aam Aadmi Party chief Arvind Kejriwal. In contrast, Kejriwal used dignified language against his opponents. Using the time-tested formula of “admit faults quickly and smile more often”, Kejriwal won the hearts of  Delhi electorate and secured a whopping 67 out of 70 assembly seats.Not caring for the time-tested maxim that humility begets love and respect, while arrogance breeds hatred and repulsion, the BJP leadership had to bite the dust in Delhi. Modi had once described the national capital as representative of what India feels. The outcome of the Delhi polls, therefore, is a clear warning signal for the saffron party and Modi.
